A practical seminar on the topic of “The First State Constitution of the Republic of Azerbaijan” has been held at Baku Engineering University (BEU) as part of the “Year of Constitution and Sovereignty”.
Speaking at the seminar, Head of the Social Sciences Department of BEU Humeyra Mustafayeva drew attention to the importance of President Ilham Aliyev’s Decree on declaring 2025 the “Year of Constitution and Sovereignty” in terms of in-depth study and wide dissemination of our statehood history, national laws, as well as the process of restoring our sovereignty. She emphasized the important steps taken by National Leader Heydar Aliyev to establish democratic principles and implement political reforms during the period when he led independent Azerbaijan, noting the new Constitution adopted on November 12, 1995, as an integral part of these reforms. Moreover, listing the great work done by President Ilham Aliyev in the subsequent stage to further improve the supreme law of the state, H.Mustafayeva also pointed out that the full restoration of our state sovereignty as a result of the anti-terrorist operations carried out in 2023 under the leadership of the Victorious Commander-in-Chief is a great historical victory for our country.
Later, associate professor of the department, doctor of philosophy in political sciences Khagan Balayev and his teacher Ramiz Najafli made a report on the topic. The reports extensively discussed the rights and freedoms granted to citizens in the first Constitution of independent Azerbaijan, the political-territorial structure of the country, branches of government and their duties. Mentioning the referendums held at different times regarding additions and amendments to the Constitution, the speakers stated that they were of the essence of strengthening democratic values, political freedoms, and international experience. The seminar also highlighted the period when Azerbaijan's sovereignty was violated, the complex political conditions, and the historical chronology, as well as the liberation of our lands from occupation in the 44-day Patriotic War, followed by short-term successful anti-terrorist operations, and the full restoration of the constitutional order throughout the territory of our country.
