Discussions on "Regulation of technology transfer processes in higher education" have been held at Baku Engineering University with the participation of Professor Habip Asan, Director of the Division for Transition and Developed Countries of the Regional and National Development Sector of the UN World Intellectual Property Organization (WIPO).
In the discussions organized jointly with the Intellectual Property Agency of the Republic of Azerbaijan, BEU Rector Yagub Piriyev touched upon the meeting held by WIPO official Habip Asan with university rectors the other day, calling the discussions on the "Role of Commercialization in Intellectual Property" very fruitful. Highlighting the important reforms implemented in the field of intellectual property under the leadership of President Ilham Aliyev in recent times, the rector also noted the importance and relevance of intellectual property in the knowledge-based economy of the new century, the intellectual capital concentrated in it, and also emphasized the work done at BEU to develop research, innovation, and commercialize the results of scientific activity.
Kamran Imanov, Chairman of the Board of the Intellectual Property Agency, drew attention to the importance of UN official Habip Asan's participation in such an event, noting the active activities of a professor originally from Türkiye, a well-known specialist in the field of patents, in a number of foreign institutions. Talking about the effective relations of our country with WIPO, Kamran Imanov highlighted the reforms carried out by President Ilham Aliyev in the field of intellectual property, the successful results achieved, the structural changes in the Intellectual Property Agency, and the steps taken to protect intellectual property rights.
In his speech, Kamran Imanov emphasized the work done by the Agency in order to commercialize the results of scientific research in our country, improve the application mechanisms, create favorable conditions for the application of the created high technologies in the economy and increase their economic efficiency. Putting forward his recommendations on the tasks facing universities in these areas, bringing commercialization and transfer of technologies to the fore, as well as increasing the economic role of small and medium-sized enterprises, innovation opportunities, supporting intellectual property policy here, and stimulating technological innovations, Kamran Imanov expressed his confidence that the meeting and discussions held in this regard would yield positive results.
Later, WIPO department director Habip Asan made a presentation on intellectual property. He touched upon the patenting of inventions in various fields, which are the product of the human brain, and the income generated by intellectual property in developed countries. He mentioned that currently, turning knowledge into products, patenting it and introducing it to the real sector and market has become even more relevant all over the world, because the growth of the economy is conditioned by economic development based on innovations. The official of the international organization spoke about the development of higher education institutions in different countries of the world, including Azerbaijan, in the direction of education and research, innovation, and intellectual property, and highly appreciated the activities of BEU in becoming a third-generation university, the interest of the academic staff of the educational institution in academic entrepreneurship, and the work on specific projects
At the event, which continued with a question-and-answer session, commercialization of scientific results, further development of relations between higher education institutions and business entities, as well as the positive aspects of close cooperation between universities and the Agency were mentioned. Moreover, BEU scientists spoke about the advantages of the PANAH (Open Target for Patents and Trademarks) system created in the Intellectual Property Agency. The accessible environment created by this digital information system operating in 24/7 mode in separate specific examples was especially emphasized.
Afterwards, the director of the BEU Technopark, Isa Gasimov, made a presentation on the work done in the direction of innovations, the achievements made, the increase in students' interest in startup projects, as well as the implementation of academic entrepreneurship-based programs.
Finally, the guests got acquainted with the BEU laboratories, the Technopark and the startups developed by the students. During the acquaintance, the issues of patenting startups developed based on new ideas were touched upon.
