The January 20 tragedy went down in  history of Azerbaijan as the heroic truggle of Azerbaijani people for independence and territorial integrity. On the night of January 19-20, 1990, the Soviet armed forces committed a terrific massacre of civilians in Baku. As a result of armed aggression against civilian people fighting for national liberation, 131 people were killed and 744 more were wounded in Baku and nearby districts. Among those killed were women, children and the elderly, medical employees and policemen.

Immediately after the tragedy, on January 21,1990, National Leader Heydar Aliyev visited with his family members the office of Azerbaijan's permanent representation in Moscow to protest against this bloody operation by the USSR leadership and demand that all perpetrators of the tragedy be punished.

The first legal and political assessment of the January 20 tragedy is also related with the name of the Great Leader Heydar Aliyev.

In this direction, measures are being taken to strengthening the social protection of persons with disabilities and the families of martyrs in our country.

Our people commemorate the memory of the martyrs of January 20. Every year the anniversary of the tragedy is accompanied by crowded visits, the people lay red carnations, which have become a symbol of the tragedy, on the graves of the martyrs of independence and remember them with pride. The memory of the martyrs of January 20 is commemorated throughout Azerbaijan with a minute of silence.
