“VI International Scientific Conference of Young Researchers”, dedicated to the 99th anniversary of National Leader Heydar Aliyev and jointly organized by Baku Engineering University (BEU) and the Academy of the State Customs Committee (ASCCA), has started.
First, the memory of Great Leader Heydar Aliyev and the martyrs who sacrificed their lives for the Motherland was commemorated with a minute of silence, and then the national anthem of the Republic of Azerbaijan was played.
In his opening speech, BEU Rector, Professor Havar Mammadov noted that the prestigious conference, held annually and dedicated to the anniversary of National Leader Heydar Aliyev, was jointly organized with the Academy of the State Customs Committee (ASCCA), emphasizing it as a good example of cooperation among Azerbaijani universities.
Havar Mammadov underlined that the conference aimed to bring young researchers from various universities, academies and research institutes around the world together, share scientific achievements and experiences in this field with others, as well as to provide ideas for solutions to common problems and increase young people’s interest in science.
The Rector pointed out that during the rule of National Leader Heydar Aliyev, hundreds of educational institutions and youth centers were opened and more than 15,000 young Azerbaijanis got the opportunity to study at prestigious universities of the Soviet Union.
Mentioning that the Great Leader always paid special attention to the youth, the Rector stressed that President Ilham Aliyev was successfully continuing this policy. By denoting the successful implementation of the "State Program on education of Azerbaijani Youth Abroad in the years 2007-2015," Havar Mammadov added that the next “State Program for the Education of Youth at Prestigious Universities of Foreign Countries for 2022-2026” was approved by the respective Order of the President dated February 28, 2022. The Rector touched upon that education of up to 2,000 Azerbaijani citizens in the prestigious foreign universities, with a maximum of 400 persons per year, would be provided within the program.
Adding that the organization of such conferences in the training scientists was important for every higher education institution, including BEU, the Rector stated that great interest was expressed in the conference. The Head of the University stressed that the acceptance and submission of articles, as well as the general control over the proceedings of the conference, were carried out through the "Conference Electronic Management System." He outlined that according to statistics, the conference included a total of about 950 articles and 585 of them were accepted by anonymous reviewers.
Havar Mammadov added that articles were sent to the conference from Turkey, Russia, the United States, Hungary, Italy, Uzbekistan, Ukraine and about 10 other countries. Furthermore, around 40 universities from Baku, Ganja, Nakhchivan, Sumgayit, Shamakhi, Guba, Mingachevir, Lankaran, and other cities and regions, as well as young researchers from most institutes of ANAS, submitted their theses.
Noting that reports on topical issues would be heard at the conference, the Rector expressed his confidence that young scientists would contribute to the development of science, education, and industry in Azerbaijan in the future and wished success to the conference.
Chief of the Academy of the State Customs Committee (ASCCA), Gulu Novruzov expressed his satisfaction with the participation in the conference. Appreciating the organization of traditional conferences as a pleasant event after the pandemic, the Chief of the Academy mentioned that ASCCA held a conference with another university for the first time, and hoped that this would serve as a launching pad for cooperation between the two universities. By emphasizing that ASCCA cooperated most closely with BEU in the teaching process, Gulu Novruzov gave emphasis to the benefits of this partnership.
Gulu Novruzov stated that during the 44-day Patriotic War under the leadership of the Victorious Commander-in-Chief Ilham Aliyev, we were accountable to the soldiers who ensured the territorial integrity of Azerbaijan and the spirit of the martyrs. He added that the academic staff and students of higher education institutions must act in accordance with the fighting spirit of the Azerbaijani soldier.
The Chief of the Academy said that the conference dedicated to young researchers was essentially different from other conferences and covered more popular fields of science. At the end of his speech, Gulu Novruzov expressed his deep gratitude to everyone who had contributed to the organization of the conference.
Member of Parliament, Vice-Rector for Azerbaijan University of Languages Social Affairs and Public Relations, Tamam Jafarova spoke about Great Leader Heydar Aliyev's attention and care for youth and education.
Noting that the Great Leader paid special attention to the development of science and education during his entire activity, Tamam Jafarova stressed the unparalleled services of the genius personality in the development of these areas. She emphasized that during both his first and second periods of leadership, the National Leader always considered education as a strategic area. Outlining that the years of Heydar Aliyev's leadership entered the history of Azerbaijan as a period of progress in science and education, the MP cited the work done in the 70s and 80s of the last century under the leadership of Heydar Aliyev in the direction of the establishment of a wide network of educational institutions and the formation of a rich material and technical base of this network, sending young people to foreign universities, the training national military personnel, ensuring the development of fundamental science in the research institutes of the Academy of Sciences of the Republic, and creating the necessary intellectual basis for the national independence in the future.
Tamam Jafarova said that one of the important historical achievements of Azerbaijan during those years was the development of national human resources, including a group of specialists in rare professions, that envisaged the long-term future of the Azerbaijani people. Thanks to the initiative and direct patronage of Heydar Aliyev, 800-900 young people had been sent to study at prestigious universities of the USSR every year since 1970. Recalling that about 15,000 younger Azerbaijanis were sent to 170 leading universities of the USSR, the MP stressed that she was very grateful to be a graduate of the state program on education of Azerbaijani youth abroad.
She indicated that the Great Leader paid particular attention to the development of science, education, and educational reforms in the years of independence. The MP added that today, President Ilham Aliyev was successfully pursuing science and education policies at a new stage and quality, and large-scale steps taken in this area resulted in the growth of an educated, talented young generation and the great achievement of education in our country.
Advisor to the Minister of Education, Nijat Mammadli mentioned that he was pleased to attend the conference dedicated to Great Leader Heydar Aliyev and to be among the scientists. The ministry official noted that the special feature of this scientific conference was the cooperation between the two universities.
Touching upon the significance of cooperation between universities for scientific research, Nijat Mammadli highlighted that it improved the effectiveness and visibility of scientific relationships in general. He stated that the most productive scientists congregated at BEU, gave advice to young researchers, and emphasized the importance of learning foreign languages and the methodology. He concluded his speech by wishing young people and researchers success.
At plenary session employee of ANAS Ganja Branch, Presidential Award winner in science, Elnur Hasanov, Associate Professor of the Department of Physics of BEU, Ulkar Abdurahmanova and Head of the Department of Organization and Management of Customs Affairs of ASCCA, Elvin Alirzayev made reports on "The importance of national and spiritual values in research and restoration of the historical heritage of Karabakh," "Characteristics of some representatives of ternary compounds of type AIII BIII C2VI", and "The formation of the digital economy in the post-pandemic situation," respectively.
BEU Vice-Rector for Scientific Affairs, assoc.prof. Elchin Suleymanov stressed the importance of the conference, noting that the event was held in cooperation with the Academy of the State Customs Committee. Emphasizing that the main directions of the conference were engineering, architecture and construction, nature, economics, philology, pedagogy, law, history and sociology, the Vice-Rector added that the publications would be posted on the conference website (http://yric.az/en).
Later, the speakers were awarded certificates in the plenary session.
It should be noted that the two-day conference continued its work in hybrid form in separate sections. Kafkas University and Istanbul University in Turkey, the University of Pécs in Hungary, and Yuri Gagarin State Technical University of Saratov in Russia participated virtually in the conference.
