Present development level of Azerbaijani economy has made the establishment of a new higher institution that carries out the preparation of specialists who have the skills to organize manufacturing processes in the existing scientific industrial enterprises and to work with innovative technologies, and which meets modern requirements.
Governed by Close 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to ensure the advancement of teaching of engineering technologies and preparation of highly qualified cadre in this field in the Republic of Azerbaijan I hereby resolve as follows:
1. To establish Baku Engineering University implementing the preparation of engineering cadre in all levels of higher education and higher and additional educational programs in this sphere, conducting fundamental and applied scientific researches, functioning under subordination of the Ministry of Education of the Republic of Azerbaijan.
2. To task the Cabinet of Ministers of the Republic of Azerbaijan:
2.1. with preparing the draft Charter of Baku Engineering University established according to Clause 1 of the present Order in the period of two months and submitting to the President of the Republic of Azerbaijan;
2.2. with preparing its proposals concerning to the adaptation of the acts of the President of the Republic of Azerbaijan to the present Order in the period of three months and submitting to the President of the Republic of Azerbaijan;
2.3. with ensuring the adaptation of normative legal acts of the Cabinet of Ministers of the Republic of Azerbaijan to the present Order in the period of three months and informing the President of the Republic of Azerbaijan;
2.4. with supervising the adaptation of normative legal acts of central executive authorities to the present Order and informing the President of the Republic of Azerbaijan of the execution of this in the period of three months;
2.5. with taking the necessary measures in accordance with financial and technical aspects of the activity of Baku Engineering University;
2.6. with resolving the issues arising from the present Order.
