Admission procedure of the graduate degree students is carried out in a centralized testing form by the State Examination Center (SEC) due to following rules/regulations.

General Rules

 for the Cizitens of Azerbaijan Republic

Bachelors and other individuals with higher education degree (hereafter referred as bachelors) are eligible to pursue their education on the Masters level at the Higher Education Institutions (HEI).

Admission to the master programs of the Higher Education Institution is arranged into groups based on specialization areas and program tracks. Admission examination consists of two stages. In the first stage general intellectual level (logical thinking), knowledge of computing and foreign language qualifications of the candidates for the bachelor degree are evaluated by testing. Bachelor candidates, whose test results meet the requirements of the SEC, are admitted to the second stage and they are tested in order to assess their knowledge of the major specialization subject.

Bachelor students, where Azerbaijan language is the primary language of education, are eligible to choose English, German, French or Russian as an alternative foreign language. However, bachelor students, where Russian is the primary language of education, can choose only English, German, and French as an alternative foreign language. Bachelors intending of choose specialization tracks such as Azerbaijan Philology or History may choose Arabic or Persian (Farsi) as a foreign language. Bachelors who want to be admitted to the specializations on philology, linguistics and in the field of translation are not allowed to choose specialization language as a foreign language.

Prospective students who targets specializations that are taught in English, can choose only English as their foreign language. In addition, the scores they get on English language proficiency exam need to correspond to SEC’s admission specialization requirements.

 International Applicants

International students and individuals with no country of citizenship – if not specified in appropriate intergovernmental agreements or other related legislations – are required to sustain their own financial support in order to pursue their degree at Masters level.

International students who graduated in foreign countries and individuals without nationality are required to take specialization assessment exams and foreign language proficiency tests at Baku Engineering University. In addition, they will be interviewed if required.

International students and individuals with no country of citizenship, holding bachelor degree diplomas from foreign universities, are eligible to become master students after having passed Azerbaijan language proficiency exam.

Application Submissions

Applicants are required to fill in electronic application form, available at SEC’s website (www.tqdk.gov.az/erizemagistr). Applicants also need to submit required list of documents, emphasized at SEC’s website, to the corresponding Commission for the Reception of Documents (CRD).

Specialty Choice

After the announcement of the entrance examination results bachelor students who are admitted to the second stage select proper programs and majors. In the second phase, applicants make selection of the specialties which is relevant to bachelor degree major.

The bachelor chooses the specializations related to the chosen bachelor's degree program, enters them in the desired order in the relevant electronic application form on the website and confirms the choice of specialization within the specified period.

The sequence of the selected specialties, shown in the electronic application form, is accepted as a legitimate base in the elimination phase and candidates are placed to the pertinent specialty with respect to their admission score.

Competition Rules

The competition is based on the total score (total score) of the bachelor in the two stages of the exam. Placement of bachelors is carried out within the framework of the forecast of admission on the basis of State Order and the admission plan of specializations on a  paid basis, taking into account the sequence of specializations indicated in their applications.

In order to be qualified for the selection of the majors, taught in English, and to be considered eligible for the participation in the competition the minimum required score of the English language proficiency exam needs to be at least 20.

 Other Details

Regardless of the form of education, a bachelor placed in any specialization must register by submitting the required documents to the educational institution within a specified period. Failure of the bachelor to register with the educational institution within that period is considered as a refusal to study in the specialization.

RULES 

For graduates

 

1.   1.    General provisions

1.1. These Rules are developed in accordance with the the Law of the Republic of Azerbaijan "On Education", "Rules for Content, Organization and Awarding of Master's Degrees in Master's Education" approved by the decision No. 88 of May 12, 2010, the "Regulations on the rules of preparation, submission and defense of master's dissertations" approved by the order of the Minister of Education of the Republic of Azerbaijan dated April 20, 1998 No. 202 and determine the single reporting rules for graduates at Baku Engineering University.

1.2. The content of education at the master's level consists of interrelated theoretical training, pedagogical and professional training, as well as scientific research. Theoretical training and pedagogical training of the graduate student is provided by the study of humanities specialties and specialization in the form of lectures, classes, seminars, consultations, independent work, pedagogical internship, and etc.

Training of the graduate student in the field of scientific research is provided by conducting research by modern methods and preparation of dissertation work in accordance with the requirements of specific research activities.

1.3. During the study, masters work on the basis of individual work plan approved by the Scientific Councils of the relevant faculties of Baku Engineering University.

1.4.  Graduate student during the study:

- have a deep professional knowledge;

- acquire the skills to conduct independent research;

- master the methodology of scientific research;

- fully implement the individual work plan;

- publish articles reflecting the results of their research;

- approve the results of scientific research;

- complete research work.

   Undergraduates must report at least once each semester.

1.5. Attestation of masters on subjects (assessment of knowledge) is carried out in a multi-point (100-point) system in accordance with the procedure established by the Ministry of Education of the Republic of Azerbaijan.

1.6. In the last final semester of the master's degree, the defense of a master's dissertation or holding a final exam are planned. The master's dissertation is an independent research and development work carried out under the guidance of a supervisor (if necessary, as well as consultants).

1.7. Prior to the master's dissertations, the department together with the relevant faculties and Graduate Studies and Doctoral Department (responsible person for master's) should develop guidelines defining mandatory requirements for dissertations in the specialty and acquaint graduate students with these instructions.

1.8. Scientific adviser of the master:

- Gives assignments for master's dissertation;

- Assists the master in the development of an individual work plan covering the period of the dissertation;

- recommends to the master the scientific-methodical literature, information and archival materials, projects and other sources necessary for the dissertation work.

1.9. Conducts regular talks with the master in accordance with the individual work plan, gives scientific and methodological advice to the graduate student.

 

1.  2.    Report of masters

2.1. At the end of winter and summer sessions of each academic year (winter - February, summer - September) graduates report in accordance with these Rules adopted by Baku Engineering University and must pass final certification at the end of IV semester (Masters who have fulfilled all the conditions of the curriculum are admitted to the final certification, the final certification consists of the defense of a master's dissertation or exams on specialty subjects).

2.2. The content of teaching and research work of masters for the report is determined by the individual work plan of the master.

2.3. The purpose of submitting the report is to evaluate the activities of the master in the individual work plan for the current (previous) semester. The degree of readiness of the graduate to continue his education in the next semester is determined based on the results of the report.

2.4. The implementation of the individual work plan of the master is regularly monitored by the department, faculty and the Graduate Studies and Doctoral Department. The schedule of the report is prepared by the management of the department in coordination with the Dean of the faculty, the time of the report on the departments is determined by the faculty management and announced in advance to the Graduate Studies and Doctoral Department.

 2.5. A graduate student who owes tuition fees is not allowed to report. The department informed the graduate student about this.

 2.6. To conduct the report, the master takes an individual work plan from the relevant department, makes the necessary notes on the work done for the reporting semester and submits it to the department to which he is assigned.

2.7. At the meeting of the department, which is also attended by the supervisor, the graduate reports on the work done during the current semester and presents the results of the work provided for in the individual work plan. The master also provides information about the work plan for the next semester.

2.8. The supervisor must evaluate the scientific activity of the master during the reporting period.

2.9. After the report is made at the department, an individual work plan is signed and submitted to the relevant Faculty Scientific Council together with an extract from the discussion protocol of the department. The report is accepted by the department as follows:

· Adopt a report (the planned work has been completed in full and it is recommended to continue the education in the next semester);

· Accept the report conditionally (a certain part of the planned work has been completed and is required to be completed in full within the period specified by the department);

· Not to accept the report (the works were not performed due to inexcusable reasons).

According to the results of the report, the degree of preparation of the master's teaching and dissertation work is determined.

After the report is submitted to the Scientific Council of the relevant faculty, an individual work plan is signed, an extract from the discussion protocol of the department and an extract from the discussion protocol of the relevant Faculty Scientific Council are submitted to the Graduate Studies and Doctoral Department.

A person who does not fulfill his / her individual work plan due to inexcusable reasons and does not contact the department to which he / she is assigned is considered not to have reported .

       3.Final certification in master's degree

3.1. The final stage of education at the master's level of higher education is the defense of the master's dissertation (depending on the specialty, there may be a final exam).

3.2. Masters who have fulfilled all the conditions of the curriculum are admitted to the final certification.

3.3. The defense of the master's dissertation is usually held in May-June according to the approved schedule. The defense of the master's dissertation can be rescheduled only in accordance with the established rules, if there are excusable reasons.

3.4. The final certification consists of the defense of a master's dissertation or examinations in specialty subjects. The defense of the master's dissertation is held at the meetings of specialized councils.

3.5. After completing the dissertation and compiling it in accordance with the requirements, it is presented to the supervisor together with the abstract. The supervisor reviews the work, approves it and submits it to the department for initial discussion together with a written opinion. The opinion characterizes the work done on all sections of the dissertation and substantiates the accuracy of the results obtained. The dissertation is discussed at the department and submitted to the dean of the faculty together with the final opinion. The Dean of the faculty decides to allow presented material for defence and makes relevant notes on the title page of the master's dissertation.

If the dean of the faculty does not consider it possible to allow the master's dissertation for defense, this issue is considered by the dean's office with the participation of the supervisor..

3.6. Master's dissertations were allowed for defense are sent by the relevant department to the official reviewer at least 15 days in advance.

Official reviewers may be appointed from among leading specialists working in scientific and industrial institutions, and specialists with scientific degrees working at the same university or other universities.

3.7. The official reviewer examines the master's dissertation, prepares a written opinion and submits it to the specialized council. This opinion should reflect the relevance of the topic, the novelty of its results and the response of students to master's dissertations.

The written opinion of the official reviewer can be submitted with the consent of the graduate student at least 5 days before the defense. The official reviewer is responsible for the quality and objectivity of the opinion written, and for the opinion to be submitted to the graduate or specialized council within the specified period.

3.8. For the defense of the master's dissertation in a specialized council, the master submits the following documents to the council at least 3 days prior to the defense:

- application (with the relevant docket of the dean);

- opinion of the scientific adviser;

- Master's dissertation - 1 copy (kept at the faculty after defense);

- 1 copy of the abstract (after the defense is kept at the faculty);

- opinion of the official reviewer;

- Individual work plan of the master.

3.9. The secretary of the specialized council examines and accepts the documents, makes relevant notes in the abstract about the time and place of the defense.

3.10. If the required documents and materials are not submitted by the graduate in time, the time of the defense can be changed in accordance with the established rules only if there are excusable reasons.

3.11. A meeting of the specialized council shall be deemed valid if at least two-thirds of the approved members are present at its work.

3.12. The open defense of the master's dissertation should be of a scientific discussion nature, in the form of high demands, principles and scientific observance. In this case, the accuracy and justification of all the results of the dissertation, scientific and practical proposals must be thoroughly analyzed.

Supervisors and official reviewers may not participate in the defense if they submit a positive opinion.

The specialized council allocates a minimum of 45 minutes for the defense of each master's dissertation, of which up to 10-15 minutes are intended for the graduate’s report.

 3.13.   During the defense of master's dissertations, the assessment of the master's knowledge is carried out by open voting on the basis of a simple majority. The defense of the master's dissertation is "insufficient" (less than 51 points-F), "satisfactory" (51-60 points-E), "sufficient" (61-70 points-D), "good" (71-80 points -C) ), “Very good” (81-90 points-B), “excellent” (91-100 points-A).

After the defense of the dissertation, the members of the specialized council vote in accordance with the existing procedure. If more than half of the council members present at the meeting voted in favor of awarding a master's degree, the master's degree is awarded by the decision of the specialized council.

3.14. If the specialized council makes a negative decision on the dissertation, its re-defense is allowed at least one month after the date of the negative decision, eliminating the shortcomings in the case. If a negative decision is made about the dissertation again, its defense on a new topic is repeated (not more than 2 times) within the period specified for the defense of the dissertation of the graduates of the next academic year.

3.15. In the absence of repeated defense, the master is given a certificate that he has listened to the relevant program.

3.16. Requirements for the content, writing, submission and defense of the master's dissertation are determined by the Ministry of Education of the Republic of Azerbaijan.

3.17. Students who have fully implemented the curriculum of the master's degree program in higher education institutions and received a master's degree are awarded a diploma in the prescribed form.

3.18. Students who do not complete the master's degree are issued a certificate in the manner prescribed by the Cabinet of Ministers of the Republic of Azerbaijan. The form of the certificate is approved by the Cabinet of Ministers of the Republic of Azerbaijan.

Methodical recommendations for writing a master's dissertation

   General dissertation structure: 

- title page; 
- contents; 
- list of abbreviations (if in the dissertation); 
- introduction; 
- main part (content of the dissertation); 
- result; 
- references; 
- appendices . 

As a rule, the "Introduction" part of the dissertation covers the following:

- The actuality of the subject;

- he main goals and objectives of the study;

- Object and subject of research;

- Research database and development methods;

- Scientific novelty of the research;

- Practical significance of the research.

The actuality of the subject - the importance of the chosen topic or problem, the need for its study is based on facts and evidence. The essence of the problem, its distinctive features, complexity, etc. such aspects are reflected.

The goals and objectives of the study – are to clearly describe the results of the research in the mind and thinking. It is an intention, purpose, and desire that is sought to be achieved through research. When the purpose of the research is pre-generalized, it is reflected in the imagination of the researcher, and then all other components of the research are selected accordingly. After the goal, the objectives of the research arising from the goal are explained. Tasks of research characterize specific directions and is formed on the basis of expression endings such as studied, identified, defined, interpreted, shown, researched, generalized, etc.

Object and subject of research – The object of research refers to the place, space, object, event or process chosen for the study of the topic. The subject assigns the research work, determines the topic of the research and in this regard matches the name specified in the title page of the dissertation.

Research database and development methods – it provides general information about the materials obtained, sources of information (official, scientific, literary, bibliographic) and research methods used by the author during the research (for example, theoretical research method such as generalization, systematization, grouping, comparison, analysis, measurement, etc.; empirical research method such as observation, interview, experiment; both empirical and theoretical research methods such as abstract, induction and deduction, modeling, etc.)

Scientific novelty of research – is the original scientific and practical achievements obtained as a result of research and expressed in individual sentences. The researcher should try to achieve a certain scientific innovation in each chapter. Innovations are presented in terms such as "differs from general approaches", "includes", "obtained by application", "allows", etc.

Practical significance of the research – Here, along with the general phrases arising from the essence of the dissertation, its concrete and clear practical significance, scope and practical significance should be indicated.

If the researcher has scientific works on the topic, a list of them is given at the end. If the work is accepted for approbation, then the application act and references are submitted.

The "Introduction" of the dissertation is a very important and responsible part. Thus, at the beginning of the dissertation it is possible to have a certain idea about the content, importance and level of research. The "Introduction" part of the dissertation should not exceed 4 pages.

Chapter I provides an overview of the substantiated theoretical concepts of the selected topic or problem. It analyzes the general issues of the topic, the level of study, theoretical concepts reflected in the relevant scientific and educational literature, textbooks and teaching aids, research, the main trends in the development of practice and evaluates them in the author's critical approach. Moreover, the methodological approach to the topic is expressed, a clear description of the object and subject of research is given, the shortcomings and weaknesses are reflected. It is recommended to study the level of study of the object and subject of research in our country and, if possible, in foreign countries. In short, from the first chapter of the dissertation it is possible to clearly see the general aspects and main directions of the research.

Chapter II is devoted to the analysis of specific situations, processes and performance indicators. This section is content analysis. The practice of activity is studied on the example of a specific firm, field and sphere, the mechanism of action is explained and analyzed. During the analysis, statistical data and report materials characterizing the state and dynamics of the studied area are widely used. This section presents the results of specific analysis of the problem under consideration in the field of research.

Chapter III  reflects the substantiated results of the author's research analysis and evaluates the results. It offers methodological and organizational measures of an improvement nature based on appropriate calculation and evaluation.

Each chapter of the dissertation must have at least 2 semi-chapters. The number of research chapters can be increased with the necessary scientific and methodological justifications.

The dissertation ends with “Result” . This section provides a brief overview of the specific results of the research. The author's interesting suggestions and recommendations, innovations are noted. It is recommended that the results and recommendations be specified in paragraphs or in the form of a thesis. In general, the results and recommendations should show a consistent solution to the problem in accordance with the goals and objectives set by the author and ensure that the study is completed.

References: In the process of writing a research paper, the author is obliged to refer to existing sources in the relevant direction. To do this, the author must compile a list of references. The list of used literature, in a sense, means the scientific culture and ethics of research. The list of literature shows the level of the graduate student and the awareness of the problem. The list of references should be real: only the used literature should be included in the list.

Appendices - are of additional importance and are an integral part of the main text of the dissertation. The appendices complement the content of the dissertation. They are added to the content of the dissertation only when necessary. Appendices may be different. As a rule, information materials (report forms, graphs, diagrams, a number of analytical tables, etc.) that are not included in the main part are presented here. Appendices should not exceed 15% of the total workload.

Summary - is written in Azerbaijani, English (abstract), Russian (annotation), on a separate page, not more than one page.
