Born in 1974, he graduated from the Faculty of Journalism at Baku State University in 1997. Later, in 2005, he completed his studies at the Faculty of Management of Executive Staff at the Academy of Public Administration under the President of the Republic of Azerbaijan. He began his professional career as the Editor-in-Chief of the "Baku University" newspaper (1997–1998).
On December 8, 2009, the Supreme Attestation Commission under the President of the Republic of Azerbaijan awarded him a PhD in Political Sciences.
From 1998 to 2013, he held various positions within the central apparatus of the Ministry of Education of the Republic of Azerbaijan, including Senior Specialist, Sector Head, and Head of the Public Relations Department. During this time, he participated in numerous conferences, symposiums, and professional development courses on governance and education in various countries, including the USA, France, Switzerland, Sweden, and Turkey. In 2005, he received the qualification rank of Counselor of Civil Service for his effective service.
Concurrently, from 2008 to 2017, he served as the Editor-in-Chief of the "Azerbaijan Muallimi" newspaper. On July 15, 2015, he was awarded the honorary title of "Honored Journalist" by the President of the Republic of Azerbaijan.
He served as the Vice-Rector for Educational Affairs at Baku Engineering University from 2017 to 2024. As of January 2024, he serves as the Vice-Rector for Social Affairs and Public Relations. In December 2024, he was honored with the "Advanced Education Worker" badge by the Ministry of Science and Education.
A member of the New Azerbaijan Party since 2001, he has served as the Chairman of the party's Territorial Organization No. 40 in the Absheron district since 2017.
He is married and has three children.
