Regulations of the Department of Master's and Doctoral Studies

At Baku Engineering University (BEU), the Department of Master's and Doctoral Programs carries out the methodological and organizational functions related to postgraduate education. The university also offers an MBA program.

Functions Related to Master's Programs

• Registration and Documentation:
  • Registering newly admitted master's students in the electronic system and creating their personal files.
  • Preparing the first-year admission order based on documents from the State Examination Center (SEC).
  • Organizing the signing of contracts with master's students.
  • Preparing and distributing master's student ID cards.
• Orders Concerning Student Affairs:
  • Preparing various orders regarding the admission, dismissal, academic leave, change of surname, scholarship appointment, reinstatement, transfer, and graduation of master's students.
  • Entering these orders into the university's "Electronic Information System" (EIS) and filing them in the students' personal records.
• Services and Reporting:
  • Issuing reference letters and transcripts to master's students.
  • Preparing various statistics about the master's student body for internal and external inquiries.
  • Responding to letters from the Ministry of Education and other organizations.
  • Overseeing the correct preparation of protocols for Specialized Councils on master's thesis defenses and ensuring their timely submission.
  • Managing the "Student-Graduate" state electronic information system and entering all required student data.

Functions Related to Doctoral Programs

• Admission Process:
  • Announcing the rules, admission plan, and examination dates for doctoral and dissertation programs in the mass media.
  • Establishing admission and examination committees by the rector's order for handling applications and conducting exams.
  • Verifying applicants' documents and determining their eligibility by specialization.
  • Conducting doctoral entrance exams and reporting the results to the admission committee and, subsequently, to the rector's office for a final decision.
  • Issuing the admission order by the rector's office.
• Organization of Education:
  • Approving doctoral students' dissertation topics, scientific supervisors, and individual work plans in the relevant academic councils.
  • Assigning dissertation candidates to departments and confirming their topics, work plans, and scientific supervisors.
  • Organizing seminars related to the various stages of doctoral and dissertation research.
• Examinations and Attestation:
  • Organizing doctoral exams in a foreign language and the major specialization.
  • Conducting an additional exam in the "Azerbaijani language" for foreigners and stateless persons.
  • Ensuring periodic reporting by doctoral students and dissertation candidates on the implementation of their individual work plans at department meetings and academic councils.
  • Conducting the annual attestation of doctoral students and dissertation candidates.
• Defense and Completion:
  • Organizing the preliminary discussion of the completed dissertation at the relevant department, in compliance with the requirements of the Higher Attestation Commission (including video recording, etc.).
  • Assisting with the collection of documents required for the defense and submitting them to the appropriate defense council.
  • Informing the rector's office about doctoral students and dissertation candidates who have completed their normative period of study and preparing the relevant order.
• Reporting and Other Functions:
  • Reporting information about newly admitted students to the Ministry of Education.
  • Submitting reports to the State Statistical Committee.
  • Ensuring the state registration and approval of dissertation topics by the ANAS State Registration Center.
  • Ensuring that annual tuition fees are paid in two installments by the end of each semester.
